Who Is Azazel the Forge-Fallen
Azazel taught the forbidden arts of war — the forging of blades, the beating of breastplates, the paints of the face for battle and seduction. Of all the Watchers, the blame was laid heaviest on him. He fights as the war-god he made himself: a storm of conjured iron that arms his allies and shears the armor from his foes.

Huge celestial (fallen watcher), chaotic evil
CR 20 · 25,000 XP · GUIDELINELegendary Resistance (3/Day). If Azazel fails a saving throw, it can choose to succeed instead.
Magic Resistance. Azazel has advantage on saving throws against spells and other magical effects.
Teacher of War. Azazel and any ally within 30 feet deal an extra 9 (2d8) damage with weapon attacks (included below for Azazel). The first time a creature is bloodied within 30 feet of Azazel, it must succeed on a DC 22 Wisdom save or be frightened of Azazel until the end of its next turn.
Actions
Multiattack. Azazel makes three attacks with its Fallen Blades, or two and uses Rain of Forged Iron.
Fallen Blades. Melee Weapon Attack: +14 to hit, reach 10 ft., one target. Hit: 20 (3d8 + 7) slashing damage plus 9 (2d8) fire damage. On a critical hit the target also loses 1d4 points of AC (min 10) until it finishes a short rest as the strike shears its armor.
Rain of Forged Iron (Recharge 5–6). Azazel hurls a storm of conjured blades in a 60-foot cone. Each creature there makes a DC 22 Dexterity saving throw, taking 66 (12d10) slashing damage on a failure, or half as much on a success. The area becomes difficult terrain bristling with blades until the end of Azazel's next turn.
Bonus Actions & Reactions
Forge-Step (Bonus Action). Azazel teleports up to 30 feet to a space it can see and its next weapon attack this turn has advantage.
Parry (Reaction). Azazel adds 6 to its AC against one attack that would hit it. If the attack misses as a result, the attacker takes 13 (3d8) fire damage.
Legendary Actions (3/Round)
Blade (Costs 1 Action). Azazel makes one Fallen Blades attack.
War-Cry (Costs 1 Action). Each enemy within 30 feet must succeed on a DC 22 Wisdom save or have disadvantage on its next attack roll.
Sunder (Costs 2 Actions). Azazel makes one Fallen Blades attack; on a hit the target is knocked prone and pushed 15 feet.
