Kokabel — The Encounter
the Star Counter — who taught the constellations and the counting of the courses of the stars. · a boss your table can run with almost no prep. SRD 5.1-compatible.
Who Is Kokabel
Kokabel taught the constellations and the courses of the stars — astrology, augury, the reading of fate. It fights as fate itself: forcing your worst rolls, calling meteors, and rewriting the hits it doesn't like.

Kokabel
Large celestial (fallen watcher), neutral evil
CR 18 · 20,000 XP · GUIDELINELegendary Resistance (3/Day). If Kokabel fails a saving throw, it can choose to succeed instead.
Magic Resistance. Kokabel has advantage on saving throws against spells and other magical effects.
The Fixed Courses. Kokabel knows the immediate future. It can't be surprised, has advantage on initiative, and once per round when a creature it can see within 120 feet makes an attack roll, ability check, or saving throw, Kokabel can force that roll to be made with disadvantage (no action required).
Actions
Multiattack. Kokabel makes two Falling Star attacks and uses Rain of Constellations if available.
Falling Star. Ranged Spell Attack: +15 to hit, range 150 ft., one target. Hit: 22 (4d6 + 8) radiant damage plus 13 (3d8) fire damage, and a Large or smaller target must succeed on a DC 19 Strength save or be knocked prone by the impact.
Rain of Constellations (Recharge 5–6). Kokabel calls down the stars on up to four points within 150 feet; each point is the center of a 10-foot-radius sphere. A creature in one or more spheres makes a DC 19 Dexterity saving throw, taking 45 (10d8) radiant damage on a failure, or half on a success.
Bonus Actions & Reactions
Rewrite the Moment (Reaction). When Kokabel or an ally within 60 feet is hit by an attack, Kokabel can consult the stars and turn the hit into a miss.
Legendary Actions (3/Round)
Strike (Costs 1 Action). Kokabel makes one Falling Star attack.
Ill Omen (Costs 2 Actions). One creature within 120 feet must succeed on a DC 19 Wisdom save or be cursed for 1 minute; while cursed it rolls a d6 and subtracts the result from every d20 roll it makes.
A robed figure whose body is a slice of the night sky, wings of drifting constellations, a face of quiet mathematics. Kokabel counted the stars and taught the counting, and it has read the ending of every fight before it begins.

The same Large celestial, bound as a lesser ally and set to guard whoever summoned it.

How It Fights — by Tier
Same creature, scaled threat. The traits never change; only the numbers move.
A vastly diminished echo of Kokabel for a mid-level party — same role, far softer numbers. It is the host's fate-manipulator — it stacks disadvantage on your key rolls, cancels hits on the host, and curses your dice. Long-range meteor artillery on top. It bends probability against the whole party.
A weakened Kokabel, still a serious boss. It is the host's fate-manipulator — it stacks disadvantage on your key rolls, cancels hits on the host, and curses your dice. Long-range meteor artillery on top. It bends probability against the whole party.
It is the host's fate-manipulator — it stacks disadvantage on your key rolls, cancels hits on the host, and curses your dice. Long-range meteor artillery on top. It bends probability against the whole party. This is its true, overpowered form — a legendary-tier fight.

How a bound creature acts
- A companion acts on its owner's initiative, immediately after the owner.
- It uses the Companion block above — roughly ×0.6 HP and damage, no recharge abilities, and at most one reaction trait.
- It moves freely; it takes its Action only while its owner is conscious.
- At 0 HP a companion is broken, not dead — restored on a long rest unless your table rules otherwise.

Questions, Asked at the Table
What CR is Kokabel?
At its native tier Kokabel is CR 18 — a deliberately overpowered fallen-angel boss. Scale the AC, HP, to-hit, and save DC to the tier line matching your party's level.
How does Kokabel fight?
It is the host's fate-manipulator — it stacks disadvantage on your key rolls, cancels hits on the host, and curses your dice. Long-range meteor artillery on top. It bends probability against the whole party.
How do you beat something that rewrites your rolls?
Overwhelm its economy. It can force one disadvantage and cancel one hit per round — flood it with more attacks and effects than it can rewrite, and spread out so Rain of Constellations can't catch the party. Advantage sources help counter its disadvantage.
