Who Is Semjaza

Semjaza led the two hundred Watchers who bound themselves by mutual oath and descended to the daughters of men. He is the will that holds the fallen host together, a gargantuan crown of oathbound angels lashed into one throne of eyes and wings. Kill the lesser Watchers and he weakens; kill him and the oath breaks, and the host scatters screaming into the dark.

Legendary Resistance (5/Day). If Semjaza fails a saving throw, it can choose to succeed instead.

Magic Resistance. Semjaza has advantage on saving throws against spells and other magical effects, and is immune to effects that would sense its location or read its thoughts.

The Binding Oath. At the start of each of Semjaza's turns, each of its fallen-watcher allies within 120 feet regains 20 hit points and has advantage on its next attack roll. While any such ally lives, Semjaza has advantage on death saving throws and cannot be reduced below 1 hit point by a single instance of damage.

Host of Wings. Semjaza is wreathed in a mass of bound angels. It has three-quarters cover against ranged attacks, and any creature that starts its turn within 15 feet must succeed on a DC 24 Wisdom saving throw or be blinded until the start of its next turn as the wings open a hundred eyes.

Actions

Multiattack. Semjaza uses Voice of the Oath if available, then makes three Sundering Grasp attacks.

Sundering Grasp. Melee Weapon Attack: +15 to hit, reach 15 ft., one target. Hit: 22 (3d8 + 9) bludgeoning damage plus 18 (4d8) radiant damage, and the target is grappled (escape DC 24) and cannot regain hit points until the grapple ends.

Voice of the Oath (Recharge 5–6). Semjaza speaks the oath of Hermon. Each creature of its choice within 60 feet must make a DC 24 Charisma saving throw. On a failure a creature takes 55 (10d10) psychic damage and is oathbound (charmed by Semjaza) for 1 minute; on a success it takes half damage and is not charmed. An oathbound creature must use its action to attack a target of Semjaza's choice; it repeats the save at the end of each of its turns.

Bonus Actions & Reactions

Command the Fallen (Bonus Action). One fallen-watcher ally Semjaza can see can immediately use its reaction to move up to its speed and make one attack.

Retributive Wing (Reaction). When Semjaza takes damage, it lashes out; the attacker takes 22 (4d10) radiant damage.

Legendary Actions (3/Round)

Grasp (Costs 1 Action). Semjaza makes one Sundering Grasp attack.

Descend (Costs 1 Action). Semjaza flies up to half its speed without provoking opportunity attacks, and one creature it passes over must succeed on a DC 24 Dexterity save or take 22 (4d10) radiant damage.

Bind the Fallen (Costs 2 Actions). Semjaza reasserts the oath: it ends one effect on itself, and each oathbound creature within 120 feet takes 22 (4d10) psychic damage and has its charm renewed to 1 minute.

A crown of bound bodies opens into a wheel of a hundred eyes, and at its heart a single golden orrery turns. This is the chief who first swore, on the peak of Hermon, that the sons of heaven would descend. He kept the oath. He is still keeping it.
