Blind enforcer of the doomed cities, crowned in iron thorns · a boss your table can run with almost no prep. SRD 5.1-compatible.

Who Is Bingo

When the twin cities of the plain were rendered to fire and salt, not all who dwelt there were permitted the mercy of death. Bingo was the headsman of Sodom's pleasure-houses, a man who took such joy in cruelty that the destroying angels left him standing as a warning. They drove a ring of iron thorns into his skull, sealed his eyes that he might never again look upon the bodies he broke, and bound him to walk the cinders forever. Pain is the only sense left to him, and so pain is all he serves. He cannot be reasoned with, frightened, or charmed; he hears a heartbeat as a hound hears a hare, and follows it cleaver-first through smoke and rubble. Survivors of the cursed plain whisper that to bleed near him is to be marked, for the smell of blood draws his frenzy the way the salt drew the sea. He answers to a greater spirit of the ruined cities, never alone for long.

Iron Halo. The spiked ring bolted around Bingo's skull seals away his sight and feeds him pain instead. He is permanently blinded but perceives by sense and rage. While he can't see, he has advantage on saving throws against being charmed or frightened, and any creature that ends its turn within 5 ft. of him takes 4 (1d8) piercing damage from the lashing spikes.

Punisher's Frenzy. (Recharges when Bingo is reduced to half his hit points or fewer.) When Bingo is reduced to half his hit points or fewer, he enters a frenzy. For 1 minute, his melee attacks deal an extra 7 (2d6) damage and he makes melee attacks with advantage. While frenzied he can't make ranged attacks and ignores his Iron Halo's restriction on movement, charging the nearest creature he can sense.

Actions

Multiattack. Bingo makes two Cleaver attacks.

Cleaver. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 15 (2d10 + 4) slashing damage. On a critical hit, the target must succeed on a DC 14 Constitution saving throw or be unable to regain hit points until the end of its next turn.

Skull Ram. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 11 (2d6 + 4) piercing damage, and if the target is a creature it must succeed on a DC 15 Strength saving throw or be knocked prone.

Bonus Actions & Reactions

Pain Drinks Deep. When Bingo takes damage from a creature within 5 ft. of him, he can use his reaction to make one Cleaver attack against that creature.

A blinded slab of a man, crowned with a bolted ring of iron thorns and stripped to a spiked harness, Bingo drags a heavy cleaver through the ash of the burning cities. The cage over his eyes denies him sight but never silence; he hears every scream.

Ashen Scent (signature). The hound has advantage on Wisdom (Perception) checks that rely on smell and ignores the blinded condition when tracking a creature that has taken damage in the last minute.

Actions

Searing Bite. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 9 (2d4 + 3) piercing damage plus 3 (1d6) fire damage.

Reactions

Drag Down. When an ally within 5 ft. of the hound hits a creature, the hound can use its reaction to attempt to trip that creature: the target must succeed on a DC 13 Strength saving throw or fall prone.

A charred mastiff of the doomed plain, its hide cracked like cooling lava, kept close so it can sniff out whatever Bingo cannot see.

Iron Halo's spike aura punishes anyone who clusters to gang him; spread out and he can only chase one heartbeat at a time. At this tier pair him with a cultist handler so the blind brute has someone to point him at the party.

Open by closing on the loudest, bloodiest PC and making two Cleaver swings; the crit rider shuts off healing on a squishy target. Kill-priority is your healer, since Bingo punishes whoever heals near him via Pain Drinks Deep. When he drops to half HP, Punisher's Frenzy makes him a runaway threshing machine, so save a control spell for that turn. Run him as the enforcer beside a bigger spirit of the cities, not alone.

Pair him with a flagship fiend of the burning plain and a pack of cinderhounds so the action economy holds against a high-tier party. Open with Skull Ram into Multiattack on the prone target; the no-healing crit and the lashing aura make him a brutal lane-denier guarding the boss. Hold his frenzy as a second-wind spike and let the lair (collapsing rubble, salt pillars) split the party so he can hunt them one bleeding heartbeat at a time.

What CR is Bingo?

His home tier is CR 6 (2,300 XP), tuned for a 4-5 player party of levels 5-10. Scaled stat lines are provided for tier 1 (levels 1-4, around CR 2) and tier 3 (levels 11-15, around CR 11) so you can drop him into any table.

Can Bingo be a companion or ally?

Not really, no. He is blinded, mindless with pain, and immune to being frightened or charmed, which makes him a terrible negotiator and a worse ally. The bound Cinderhound is the companion here, a charred tracking mastiff that sniffs out bleeding foes so a blind handler can point Bingo at them.

How do you fight something that can't see?

Stay out of his 30-ft. blindsight and stay quiet, since he is blind beyond it and can be slipped by a careful party. Avoid bleeding near him, spread out so his spike aura and Pain Drinks Deep can't farm a cluster, and hard-control him the moment Punisher's Frenzy switches on at half HP.
