Who Is Ringo

When fire fell upon the cities of the plain, not every sinner was permitted to die. Ringo was a headsman of Sodom, a man who took coin to make ends of his neighbors, and the cleaving he loved in life was bound to him forever in damnation. The brimstone seared away his eyes so that he might judge by sin alone, and a halo of spikes was hammered behind his skull in mockery of the salvation he denied others. Now he walks the salted ruin as a devil of sentence, and he hears the guilty by the weight of their crimes, never by sight. He does not hunt the strong or the swift; he hunts the marked, the cornered, the one who tried to flee. Where his iron crown glows, the condemned cannot look away from their accuser, and where his roar carries the heat of the burning gates, even the righteous taste the ash of those two fallen cities upon their tongues.

Halo of Judgment. The spiked iron ring fused behind Ringo's skull sheds a baleful light in a 15-foot radius. A creature that starts its turn within that light and can see the halo must succeed on a DC 14 Wisdom saving throw or have disadvantage on attack rolls against creatures other than Ringo until the start of its next turn, drawn to face its accuser.

Sentence Marked. Ringo cannot be blinded and ignores the effects of darkness, fog, and invisibility within his blindsight. He always knows the location of any creature he has damaged in the last minute.

Actions

Multiattack. Ringo makes two Cleaver attacks.

Cleaver. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 16 (2d10 + 4) slashing damage. If the target is below half its hit point maximum, the attack deals an extra 7 (2d6) slashing damage.

Condemning Roar (Recharge 5-6). Ringo unleashes the verdict of the fallen cities in a 30-foot cone. Each creature there must make a DC 14 Constitution saving throw, taking 28 (8d6) fire damage on a failed save, or half as much on a success. A creature that fails is also branded until the end of Ringo's next turn, taking 7 (2d6) extra slashing damage from Ringo's Cleaver.

Bonus Actions & Reactions

Executioner's Stride. Bonus Action. Ringo moves up to half his speed toward a creature he can sense, without provoking opportunity attacks.

A flayed, blindfolded brute crowned by a halo of iron spikes, his pierced torso scarred by a thousand penances, dragging a great curved cleaver through the ash of two ruined cities.

Pillar of Reckoning (signature). While within 30 feet of you, allies have advantage on saving throws against being frightened. A creature that flees the salt-bound's accusing gaze (moves away using its full speed) takes 5 (2d4) cold damage.

Actions

Crystalline Lash. Melee Weapon Attack: +6 to hit, reach 10 ft., one target. Hit: 13 (2d8 + 4) cold damage, and the target's speed is reduced by 10 feet until the start of your next turn.

Reactions

Look Back. When a creature you can see within 30 feet uses its action to Dash, you may force it to make a DC 14 Wisdom save or be restrained until the end of its turn, frozen mid-flight.

A weeping figure of crystallized salt, eternally turned to look upon the ruin behind it, dragging would-be runners to a halt with frozen accusation.

Open by closing on the weakest melee PC and forcing the Halo of Judgment save to pin their attacks onto him. Save Condemning Roar for when two or more PCs cluster, then Multiattack the one already bloodied. Pair him with a few cultists or a hellhound; he is an enforcer, not a finale.

Open with Executioner's Stride to reach the most wounded or fleeing target, then Multiattack to trigger the below-half rider. Hold Condemning Roar until the party bunches, then finish branded targets with Cleaver. Kill-priority: anyone trying to run or already bloodied. Run him alongside lesser devils or as the muscle of a larger infernal patron.

Use Halo of Judgment to herd the front line, then Roar a clustered backline and stride into the brand for stacked Cleaver damage. Focus the marked, the bloodied, and any runner. At this tier he is a lieutenant: pair him with a bigger fiend or a salted-ruin lair so the party never gets a clean line to the real threat.

What CR is Ringo?

Natively CR 6 (Tier 2, ~2,300 XP) as a Medium fiend brute. The stat record scales him to CR 2 for Tier 1 parties and roughly CR 11 for Tier 3 by swapping only the AC, HP, to-hit, and save DC; his traits and actions stay identical at every tier.

Can Ringo be a companion or ally?

He is built as an adversary and add-on enforcer, not a solo boss, but a darkly-aligned party could bind him as a hunter who never loses a marked quarry. The bundled companion, Lot's Salt, Bound, is the intended ally: a crystalline pillar that halts fleeing foes and steadies allies against fear.

Why is Ringo immune to being blinded?

He perceives entirely by the weight of sin and the location of those he has wounded, not by sight, so the blindfold and the brimstone-seared eyes cost him nothing. He fights at full effect in darkness, fog, or magical blindness within his 60-foot blindsight, but is effectively blind to anything beyond that radius.
