Who Is Narcissa Blisswind

They name her among the survivors of the burning cities, the woman who walked out of the cinders with her hand turned to glass. Narcissa Blisswind was no penitent; where others fled the fire raining on Sodom and Gomorrah, she reached up and caught it, and what should have been ash crystallized in her grip into a lattice of cold blue brilliance. Now the heat of those vanished streets lives inverted in her palm, exhaled as splinters of killing frost. She covets beautiful things and breaks them so none other may keep them, scattering vitreous shards in her wake like a trail of frozen tears. Scholars of the Ars and the old testaments debate whether she is cursed, blessed, or simply unrepentant. She answers none of them. She walks the dead places with her cape pulled tight, her red eyes lit from within, and when she lifts that glittering hand the air itself begins to whiten and to weep.

Vitrine Shard Hand. Narcissa's right hand is fused with a lattice of living blue crystal. The first time each turn she hits a creature with a melee or ranged spell attack, that creature is coated in razor glass: until the end of its next turn the first time it moves or stands up it takes 5 (2d4) slashing damage.

Spellcasting. Narcissa is a 9th-level spellcaster (spell save DC 15, +7 to hit with spell attacks). She knows: Cantrips: ray of frost, chill touch, minor illusion; 1st: mage armor, shield, magic missile; 2nd: misty step, shatter; 3rd: counterspell, sleet storm; 4th: ice storm.

Actions

Multiattack. Narcissa makes two Glass Lance attacks, or casts one spell and makes one Glass Lance attack.

Glass Lance. Ranged Spell Attack: +7 to hit, range 60 ft., one target. Hit: 18 (4d6+4) cold damage, and a crystal splinter lodges in the wound; the target's speed is reduced by 10 ft. until the end of its next turn.

Ray of Frost (Cantrip). Ranged Spell Attack: +7 to hit, range 60 ft., one target. Hit: 9 (2d8) cold damage, and the target's speed is reduced by 10 ft. until the start of Narcissa's next turn.

Bonus Actions & Reactions

Shatterstep (Reaction). When a creature Narcissa can see hits her with a melee attack, she bursts into glass and reforms up to 15 feet away. The triggering creature takes 7 (2d6) slashing damage, and the attack still resolves normally.

Glittering Lure (Bonus Action). Narcissa flares her crystal hand. One creature within 30 feet that can see her must succeed on a DC 15 Wisdom save or have disadvantage on the next attack roll it makes before the start of her next turn, dazzled by the light.

Splinter Volley. Ranged Spell Attack: +6 to hit, range 40 ft., one target. Hit: 11 (2d8+2) piercing damage.

Reactions

Caltrop Burst. When a creature it can see moves within 10 feet, the Narcissa Blisswind scatters glass underfoot. That creature must succeed on a DC 14 Dexterity save or have its speed halved until the end of its next turn.

Open with sleet storm or ice storm on the clustered party, then alternate Glass Lance and ray of frost to pin runners in the difficult terrain. Hold counterspell and shield for the party's burst turn, and Shatterstep the instant a striker reaches her. Kill-priority her own escape: she trades hits to stay mobile, so cut off the 15-ft. blink lanes.

Run her as a lair-controlling lieutenant, never solo: she shapes the battlefield with sleet storm and ice storm while a heavier flagship threat anchors the fight. Open by glassing the party's healer, lean on Glittering Lure to blunt the strongest striker, and pair her with melee bruisers or the Shardling swarm so the party must split focus.
