Enlil — The Encounter

Lord of the Open Sky, breath of the howling storm · a boss your table can run with almost no prep. SRD 5.1-compatible.

Who Is Enlil

Before the kings of the city were named, the breath of Enlil parted heaven from earth and set the open sky above the world. He is the Lord of Wind, whose word the lesser powers dare not unspeak; when he is wroth, the harvest withers, the rivers swell, and the storm-fowl flee inland crying his name. The tablets of the old kingship tell that Enlil withholds the cooling rains as a sovereign withholds favor, and that even the brightest of the heaven-court bow when his thunder rolls across the reed-marsh. To rouse him is to summon the whirlwind itself: a churning column crowned in living lightning, fanged where the cloud should have no mouth, reaching with claws of wind to drag the proud down into the dust from which they were raised. Offerings of barley and clean water are left at the high places to keep his temper sleeping. The old scribes wrote one warning above all others: do not call the open sky by name when the air is already still.

Air Form. Enlil can move through a space as narrow as 1 inch wide without squeezing. A creature that enters his space for the first time on a turn or starts its turn there takes 7 (2d6) thunder damage.

Tempest Crown. (signature) Lightning forever forks from Enlil's brow. The first time each turn a creature within 30 feet of him is hit by his lightning or thunder, that creature's speed is halved until the end of its next turn, and it cannot take reactions until then.

Actions

Multiattack. Enlil makes two Storm Talon attacks, or uses Thunderclap if it is available.

Storm Talon. Melee Weapon Attack: +9 to hit, reach 10 ft., one target. Hit: 18 (3d8 + 5) slashing damage plus 9 (2d8) lightning damage.

Thunderclap (Recharge 5–6). Enlil claps the sky shut. Each creature in a 30-foot cone must make a DC 17 Constitution saving throw, taking 36 (8d8) thunder damage on a failed save, or half as much on a success. Creatures that fail are pushed 15 feet away and knocked prone.

Bonus Actions & Reactions

Riding Wind. Reaction (when hit by a melee attack): Enlil dissolves into wind and reforms, gaining +3 AC against the triggering attack and immediately flying up to 30 feet without provoking opportunity attacks.

Legendary Actions (3/Round)

Gale Step. Enlil flies up to half his speed without provoking opportunity attacks.

Lash of Lightning (Costs 1 Action). Enlil makes one Storm Talon attack.

Word of the Sky (Costs 2 Actions). Enlil hurls a bolt at one creature he can see within 60 feet. That creature must make a DC 17 Dexterity saving throw, taking 22 (4d10) lightning damage on a failure, or half as much on a success. On a failure it also suffers Tempest Crown's effect.

Storm-Borne (signature). Enlil, the lion-headed storm bird, has fly 80 ft. and is immune to lightning and thunder. While within 30 feet of Enlil, it has advantage on saving throws.

Actions

Rending Beak. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 14 (2d8 + 5) piercing damage, and the target must succeed on a DC 15 Strength save or be knocked prone.

Reactions

Tempest Veil. When an ally within 10 feet is hit by an attack, Enlil beats its wings; the attacker has disadvantage on the next attack it makes before the end of its turn.

The vast lion-headed thunderbird of the old tablets, wings spread wide enough to blot the sun, ever circling the master of the sky.

Open with Thunderclap to scatter the clustered party, then hover out of reach and pick at the closest melee with Storm Talon. Kill-priority is anyone who can fly or reach him; ground-locked PCs can only watch. At this scale drop legendary actions and treat him as a brutal mini-boss capstone.

Hover 40 ft. up and Thunderclap any cluster of three or more, then Storm Talon the lowest-AC striker. Use Riding Wind to peel off whenever a fighter closes. Pair him with Anzud so the party must split fire between sky-borne threats.

Open with Thunderclap, then full Multiattack on the party's healer or caster. Spend legendary actions on Word of the Sky against anyone who flies or teleports to reach him, locking their reactions via Tempest Crown. Kill-priority: ranged DPS and anything that ignores his flight. He is a true centerpiece boss — run him solo or anchored by Anzud.

What CR is Enlil?

Natively CR 11 (Tier 3, ~level 11–15), a solo-capable boss thanks to his legendary actions and Riding Wind reaction. Scaled blocks for Tier 1 (~CR 2) and Tier 2 (~CR 6) are provided in the tiers table — traits stay identical, only the numbers move.

Can Enlil be a companion or ally?

As a god of the open sky, Enlil is far above any adventurer's command — he is an antagonist or a force of nature, not a hireling. If you want an aerial ally, use his bound thunderbird Anzud (stats above), which fits a high-level party as a summoned or earned companion.

How do I keep a melee party from being shut out by his flight?

Give the encounter terrain: high ledges, ballistae, a storm that occasionally grounds him, or let the party earn an item that forces him down when bloodied. Otherwise pad the arena with reachable height or expect ranged builds to carry the fight.
