Who Is Morgan le Fay

Of Morgan, called le Fay, the chronicles warn that no blade may cut what she has unmade with a word. Raised among the priestesses of the apple-isle, she learned the older crafts before any king was crowned, and turned them to vengeance when betrayal stained her blood. She wears the horns of the wild and the gold of a queen alike, for she is both, and neither pledges fealty to mortal law. Knights who ride to break her find their courage curdle in their throats; their swords rust where they stand, and the serpent at her feet — a guardian bound by a pact older than her grudge — swallows their banners whole. She does not slay outright when binding will serve; a foe cursed to forget his oath, or to wander witless from the field, suits her purposes better than a corpse. Where she walks, mist rises, oaths fail, and the proud are humbled before the morning fog burns away.

Sorcery of Avalon. Morgan is a 15th-level spellcaster (DC 17, +9 to hit). She knows: Cantrips: chill touch, mage hand, minor illusion, prestidigitation, ray of frost. 1st (4 slots): charm person, mage armor, shield. 2nd (3): hold person, misty step, suggestion. 3rd (3): counterspell, fear, fly. 4th (3): blight, greater invisibility, polymorph. 5th (2): dominate person, hold monster. 6th (1): mass suggestion. 7th (1): finger of death.

Binding Geas (signature). When a creature Morgan can see starts its turn within 30 ft. of her, she may force it to make a DC 17 Wisdom save (no action). On a failure it cannot willingly move closer to her until the start of its next turn, and the first time it makes an attack roll before then it does so with disadvantage. Once a creature fails, it is immune to this trait for 24 hours.

Otherworld Step. When Morgan would be reduced to 0 hp once per day, she instead drops to 1 hp and casts misty step as a reaction, vanishing in a swirl of mist.

Actions

Multiattack. Morgan casts a cantrip and makes one Witch-Blade attack, or makes one Doomward Bolt attack and one Witch-Blade attack.

Witch-Blade. Melee Weapon Attack: +9 to hit, reach 5 ft., one target. Hit: 18 (4d6+4) cold damage, and the target must succeed on a DC 17 Constitution save or have disadvantage on its next saving throw before the end of Morgan's next turn.

Doomward Bolt. Ranged Spell Attack: +9 to hit, range 120 ft., one target. Hit: 27 (6d8) necrotic damage, and the target's hit point maximum is reduced by an amount equal to the damage until it finishes a long rest.

Bonus Actions & Reactions

Veil of Mist (Reaction). When Morgan is targeted by a spell or attack she can see, she casts shield or misty step (if a slot is available), using her reaction.

Legendary Actions (3/round). Morgan can take 3 legendary actions, choosing from the options below. Only one can be used at a time and only at the end of another creature's turn. She regains spent actions at the start of her turn.

Cantrip. Morgan casts a cantrip.

Whisper of Binding (Costs 2). Morgan targets one creature within 30 ft. It must succeed on a DC 17 Wisdom save or be incapacitated until the end of its next turn as her geas tightens around its will.

Serpent's Lash (Costs 2). Morgan's coiled serpent makes one attack: +9 to hit, reach 15 ft., one target, Hit: 20 (3d10+4) piercing damage and the target is grappled (escape DC 16).

Actions

Constricting Coil. Melee Weapon Attack: +7 to hit, reach 15 ft., one target. Hit: 17 (2d12+4) piercing damage and the target is grappled (escape DC 15).

Reactions

Interpose. When an attack would hit its mistress, the wyrm slides in and becomes the target instead, taking the attack's damage.

A horned river-serpent, scales like wet slate, bound by ancient pact to shield the enchantress and crush any who close the distance.
