Semiramis — The Encounter

Warrior-Queen of Babylon, Enthroned upon a Hundred Swords · a boss your table can run with almost no prep. SRD 5.1-compatible.

Who Is Semiramis

They name her Semiramis, who rose from a dove-fed foundling to the throne of all Babylon, and whose ambition outshone the men who would have ruled her. The grimoires hold that she raised the walls of the great city, bridged its rivers, and led her armies to the edge of the world, taking what crowns she pleased and seating them beneath her as a footstool of blades. Behold her enthroned upon a hundred swords, each the sigil of a slain king, while the winged star of the old mystery burns above her brow like a second sun. Her voice alone bends a battlefield, for she was queen before she was warrior, and command was ever her sharpest weapon. Soldiers who march against her find their swords turning, unbidden, toward the crown. When at last she vanished, legend says she did not die but ascended, dissolving into the dove and the morning star, leaving only her empire and the dread memory of a woman no man could master.

Throne of Swords. Semiramis is enthroned upon a hundred drawn blades. While she sits or stands within 10 feet of her throne, she gains a +2 bonus to AC (included), and any creature that starts its turn within 5 feet of the throne takes 7 (2d6) slashing damage from its restless edges.

Sovereign Presence. Signature. Semiramis is the unquestioned queen, and the battlefield bends to her will. Each enemy that starts its turn within 30 feet of her and can see her must succeed on a DC 17 Wisdom saving throw or have disadvantage on attack rolls against any target other than Semiramis until the start of its next turn, compelled to strike at the crown. A creature that fails by 5 or more is also frightened of her until the end of its next turn.

Mystery of Babylon. When Semiramis would be reduced to 0 hit points, she can instead drop to 1 hit point and become unconscious (no concentration). At the start of her next turn she rises with 30 temporary hit points wreathed in star-fire. Once per day.

Actions

Multiattack. Semiramis makes two Star-Sceptre attacks, or casts a spell and makes one Star-Sceptre attack.

Star-Sceptre. Melee or Ranged Spell Attack: +10 to hit, reach 5 ft. or range 60 ft., one target. Hit: 27 (5d8 + 6) radiant damage, and the target must succeed on a DC 17 Constitution saving throw or be blinded until the end of its next turn.

Decree of the Crown (Recharge 5-6). Semiramis raises her hand and pronounces judgment. Each enemy in a 30-foot cone must make a DC 17 Charisma saving throw, taking 36 (8d8) psychic damage on a failed save and being incapacitated until the end of its next turn, or half as much damage and no other effect on a success.

Bonus Actions & Reactions

Command the Court (Reaction). When an ally Semiramis can see within 30 feet is hit by an attack, she may interpose her authority: the attacker must reroll the attack and use the lower result.

Legendary Actions (3/Round)

Royal Step. Semiramis moves up to her speed without provoking opportunity attacks.

Sceptre Flare. Semiramis makes one Star-Sceptre attack.

Word of Dominion (Costs 2 Actions). Semiramis points at one creature she can see within 60 feet. It must succeed on a DC 17 Wisdom saving throw or use its reaction, if available, to move its speed in a direction of Semiramis's choosing.

Robed and veiled, the queen sits crowned by a radiant star upon a throne forged of the swords of conquered kings, a sceptre of starlight resting against her shoulder.

Shieldwall of the Throne (signature). While the Spearbearer is within 5 feet of Semiramis, she gains half cover (+2 AC) against ranged attacks, and the Spearbearer can use its reaction to take an attack aimed at her, becoming the target instead.

Actions

Royal Halberd. Melee Weapon Attack: +7 to hit, reach 10 ft., one target. Hit: 18 (3d8 + 5) slashing damage, and a Large or smaller target must succeed on a DC 15 Strength save or be knocked prone.

Reactions

Loyal Riposte. When a creature within 10 feet hits the Spearbearer, it makes one Royal Halberd attack against that creature.

A veteran guard who pledged spear and life to the queen, standing eternal watch at the foot of the sword-throne.

Solo centerpiece. Kill-priority is whoever ignores her aura, so lead with Sovereign Presence and Word of Dominion to drag that PC out of line. Burn Decree of the Crown the moment the cone catches two-plus, spend legendary actions on Sceptre Flare and Royal Step to never be pinned, and bank Mystery of Babylon for the bloodied turn that buys a second wind.

What CR is Semiramis?

Her home statblock is CR 10 (5,900 XP), built for Tier 3 (levels 11-15) as a solo boss whose legendary actions and Mystery of Babylon let her play up a band. Scale her down using the Tier 1 (CR ~2) or Tier 2 (CR ~6) rows — at those tiers drop her legendary actions and run her as a mini-boss.

Can Semiramis be a companion or ally?

She is built as an adversary boss, but a deposed or exiled Semiramis makes a commanding patron: her Sovereign Presence and Command the Court reaction protect a whole party, and her Decree of the Crown turns the tide of a battle. As an NPC ally, cap her to one Star-Sceptre attack per round and drop the legendary actions so she does not overshadow the players.

Why is she a humanoid and not a celestial or fiend?

Semiramis is a legendary mortal queen of Babylon from classical history and myth (Diodorus, Ctesias), not a divine or infernal being — so she is statted as a Medium humanoid warlord-queen. The radiant star above her is mystery-cult iconography, reflected in her radiant Star-Sceptre rather than any celestial type.
