Basque Storm-Serpent, Consort of the Lady of the Mountain · a boss your table can run with almost no prep. SRD 5.1-compatible.

Who Is Sugaar

In the old Euskal reckoning, Sugaar is the great serpent who keeps the storms. Folk see him as a fiery sickle that scythes across the heavens between mountain peaks, and where his crossing is marked, hail and thunder are sure to follow within days. He is consort to Mari, the Lady who dwells in the mountain caverns, and when the two meet upon the high crags their union births the squalls that scour the valleys. Shepherds once cast a bowl of bread and coin to the wind to turn his temper aside, for an angered serpent could flatten a season's grain in a single night. Unlike the dragons of other lands he hoards no gold and guards no door; his treasure is the weather itself, and his wrath is the weather's wrath. To bind him is to bind the sky, and few who have tried were ever heard from again.

Storm Herald. When Sugaar is seen crossing the sky as a sickle of fire, a storm follows. Sugaar has advantage on saving throws against spells and other magical effects, and the area within 60 feet of him is treated as a thunderstorm: ranged weapon attacks against him from outside that radius are made at disadvantage.

Serpent's Coils. Signature. A creature grappled by Sugaar's Constrict has disadvantage on saving throws against his lightning, and Sugaar can move at full speed while a creature is grappled this way, dragging it with him.

Actions

Multiattack. Sugaar makes one Bite attack and one Constrict attack. He can replace the Bite with Lightning Breath if it is available.

Bite. Melee Weapon Attack: +9 to hit, reach 10 ft., one target. Hit: 18 (3d8+5) piercing damage plus 7 (2d6) lightning damage.

Constrict. Melee Weapon Attack: +9 to hit, reach 15 ft., one Large or smaller creature. Hit: 16 (3d6+5) bludgeoning damage. The target is grappled (escape DC 17) and restrained until the grapple ends. Sugaar can constrict one creature at a time.

Lightning Breath (Recharge 5-6). Sugaar exhales storm-fire in a 60-foot line that is 5 feet wide. Each creature in the line makes a DC 16 Dexterity saving throw, taking 36 (8d8) lightning damage on a failed save, or half as much on a success.

Bonus Actions & Reactions

Coil Strike (Reaction). When a creature Sugaar can see moves within 15 feet of him or stands up from prone within that range, Sugaar makes one Bite attack against it.

Legendary Actions (3/Round)

Slither. Sugaar moves up to half his speed without provoking opportunity attacks, dragging any creature grappled by his Constrict with him.

Lash (Costs 1 Action). Sugaar makes one Constrict attack.

Crackle (Costs 2 Actions). Lightning arcs from Sugaar to one creature he can see within 30 feet. That creature makes a DC 16 Dexterity saving throw, taking 14 (4d6) lightning damage on a failure, or half as much on a success.

A colossal blue serpent of armored scale and green underbelly coils about a tumbling watchtower, mane streaming, jaws thrown wide, eyes burning like ball lightning over the highland storm.

Tempest Veil (signature). While within 20 feet of an ally, the Squall and that ally have resistance to lightning and thunder damage, and ranged attacks against them from beyond 30 feet are made at disadvantage.

Actions

Hail Lash. Ranged Spell Attack: +7 to hit, range 60 ft., one target. Hit: 17 (4d6+3) cold damage, and the target's speed is reduced by 10 feet until the end of its next turn.

Reactions

Gust Aside. When an ally within 30 feet is hit by a ranged attack, the Squall pushes the attack's force aside, reducing the damage by 1d10.

A living knot of mountain weather summoned in Sugaar's wake, half storm-cloud and half coiling mist, that shelters the serpent's allies under sheets of hail.

Coil Strike punishes anyone rushing in; keep the grappled target restrained so the rest waste turns trying to free it. Pair with a single ally or run him in his tower lair, not against a full party at this tier.

Lead with Constrict on the front-line martial to lock it down, Slither it out of formation, then Lightning Breath the cluster left behind. Kill-priority is anyone who can grant the grappled creature a save or shove him off. When bloodied, spend legendary actions on Crackle to finish the lowest-HP target. Strong as a duo with a caster ally.

Solo centerpiece: open by Slithering into the open, Constrict the tank, then Lightning Breath the back line while Coil Strike chews up chargers. Spend legendary actions on Lash to keep the grapple and Crackle when a target dips low. Storm Herald and the thunderstorm radius blunt ranged alpha-strikes, so hold concentration on the line and rotate Crackle to whoever is bloodied.

What CR is Sugaar?

His native sheet is CR 9 (XP 5,000), built as a solo centerpiece for an 11th-to-15th-level party. Because his legendary actions and Coil Strike reaction let him out-act a four-PC party, he is dropped one band below a straight Tier 3 statline yet still plays up to a true boss. Tier 1 and Tier 2 columns rescale him to roughly CR 2 and CR 6.

Can Sugaar be a companion or ally?

Sugaar himself is a Gargantuan storm-deity, far too large and willful to lead. Instead the record includes Mari's Squall, Bound — a living weather-spirit summoned in his wake that shelters allies from lightning, thunder, and ranged fire, and lashes foes with hail. Use the Squall when you want the serpent's storm at your side without the serpent itself.

Is Sugaar tied to any other figure in myth?

Yes — in Basque (Euskal) tradition Sugaar is the consort of Mari, the Lady of the mountain caverns. Their meetings on the high crags are said to brew the storms that scour the valleys, which is why his companion option carries her name and his Lightning Breath reads as storm-fire rather than ordinary dragonbreath.
