Surtur — The Encounter

Fire-giant who guards the world's edge with a flaming blade · a boss your table can run with almost no prep. SRD 5.1-compatible.

Who Is Surtur

From Muspelheim, the realm of primal fire that lay before the worlds were shaped, Surtur stands sentinel at its flaming border. The old tellings name him eldest of the fire-giants, his sword brighter than the sun, the blade he keeps for the day of doom. When the long winter breaks and the bridge of the gods shatters under marching feet, it is Surtur who rides foremost from the south, fire before him and fire behind. He is fated to meet the harvest-god Freyr in the final battle, to fell him, and when the last of the gods has fallen, to fling his fire across all the nine worlds until earth and sky alike are swallowed and sink burning into the sea. He is not malice so much as inevitability given a blade. Where he treads, stone runs like wax and the air itself blackens, and those who would oppose him learn that fire keeps no quarter and grants no mercy.

Heat Aura. At the start of each of Surtur's turns, each creature within 10 feet of him takes 7 (2d6) fire damage. A creature that ends its turn there takes the same damage.

Brand of Ragnarok. Signature. Surtur's flaming sword is wreathed in world-ending fire. His weapon attacks deal an extra 9 (2d8) fire damage (included below), and a creature reduced to 0 hit points by the sword bursts into flame, dealing 7 (2d6) fire damage to each creature within 5 feet of it.

Siege Monster. Surtur deals double damage to objects and structures.

Actions

Multiattack. Surtur makes two attacks: one with his flaming sword and one with his tail.

Flaming Sword. Melee Weapon Attack: +11 to hit, reach 10 ft., one target. Hit: 23 (3d8 + 7) slashing damage plus 9 (2d8) fire damage.

Tail. Melee Weapon Attack: +11 to hit, reach 15 ft., one target. Hit: 18 (3d6 + 7) bludgeoning damage, and the target must succeed on a DC 17 Strength saving throw or be knocked prone.

Bonus Actions & Reactions

Searing Riposte. Reaction. When a creature Surtur can see hits him with a melee attack while within 10 feet, he can lash out, dealing 9 (2d8) fire damage to that creature.

Legendary Actions (3/Round)

Tail Sweep. Surtur makes one tail attack.

Ember Step (Costs 1 Action). Surtur moves up to half his speed without provoking opportunity attacks, leaving a 10-foot line of flame in his wake. Each creature in that line takes 7 (2d6) fire damage (DC 17 Dexterity save for half).

Cleaving Brand (Costs 2 Actions). Surtur makes one flaming sword attack against each creature within 10 feet of him.

Burning Claw. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 13 (2d8 + 4) slashing damage plus 4 (1d8) fire damage.

Reactions

Flare Up. When an ally within 15 feet is reduced to 0 hit points, the whelp erupts, dealing 7 (2d6) fire damage to each creature within 10 feet of it (DC 14 Dexterity save for half).

A lesser child of the fire-realm, half Surtur's height, its coal-veined hide glowing where the flame leaks through.

Open with the flaming sword on the toughest-looking PC and let Heat Aura punish anyone who closes. Use the tail to knock a melee striker prone, then focus the prone target. Pair Surtur with a lair of vents and lava channels rather than running him solo at this scale.

Lead with Ember Step to split a clustered party with a line of flame, then Multiattack the squishiest caster. Save Searing Riposte for the front-line tank. When bloodied, stop maneuvering and just Cleave anyone in reach.

True solo: open by Ember Stepping through the cluster, then Multiattack the highest-damage PC. Spend legendary actions on Cleaving Brand when two or more are in reach, Tail Sweep otherwise. When bloodied, lean on Searing Riposte and the heat aura to make melee a losing trade and chase healers.

What CR is Surtur?

Natively CR 11 (Tier 3, levels 11-15). Because he carries a full legendary-action kit plus a punishing reaction, his sheet drops one band from the raw Tier 3 ceiling — he plays up as a genuine solo boss. Scaled stat blocks for Tier 1 (~CR 2) and Tier 2 (~CR 6) are provided for lower-level parties.

Can Surtur be a companion or ally?

Surtur himself is a world-ending boss, not an ally. For a fire-giant ally, use the Eldjotun Whelp companion block — AC 15, 110 HP, a burning claw, a Living Coal aura, and a Flare Up reaction when a nearby ally falls.

How do I keep Heat Aura and Searing Riposte from feeling unfair?

Telegraph them. Describe the shimmering air and the molten footprints before combat so players choose to fight at range or accept the burn. The aura and riposte are the whole point — they make melee a deliberate, costly choice rather than the default, which is exactly how a Ragnarok-bringer should feel.
