Who Is Turtle General
Sailors call it the Turtle General, though it commands no army save the tides. The eldest of the world-bearing turtles of myth, it is said an island grew upon its back over ten thousand years—its shell now a true mountain of granite and frost, crowned with snow that never melts and seamed with veins of cold fire. When the great wars of the sea-kingdoms came, the General rose from the deep and set itself between the fleets and the helpless shore, and not one spear nor siege-engine could move it. It does not hate; it does not hunger as beasts do. It guards. Those who shelter behind its shell it shields with its own life; those who would breach the coast it crushes beneath limbs the size of towers. Coastal shrines still leave offerings of rice and salt at the waterline, asking the General to wake should the horizon ever fill with hostile sails again.
Run Turtle General in Sixty Seconds
- Stage it in water. Start the General half-submerged so Tidal Wake fires the moment it lurches ashore—pushing and proning the front rank for free before anyone rolls initiative damage.
- Kill-priority is positioning, not the turtle. Tell players plainly: out-DPR a 207-HP wall is slow; instead deny it the shoreline chokepoint and flank past its 10-ft. reach.
- When bloodied, hoard the recharges. Below 103 HP it loses its nonmagical resistance, so bank Withdraw and Shell Slam for the party's biggest nova turn to survive the spike.
- Three ways to run it: (1) SOLO capstone—lean on Quaking Step every round to suppress ranged PCs; (2) GUARDIAN—park it over an objective and dare the party to break through Living Bastion; (3) SIEGE—point it at a wall or ship and let Siege Monster end the structure in two turns.
- Remember it never flees and can't be feared or proned. Play it as immovable resolve—it withdraws and endures rather than retreating, which reads as a far scarier, calmer threat.
Turtle General
Gargantuan monstrosity, lawful neutral
CR 11 · 7,200 XP · GUIDELINELiving Bastion. The turtle's shell is a fortress. While it has not withdrawn, creatures of its choice within 5 ft. of it gain three-quarters cover. The first time each turn an attack would hit a creature taking cover behind the shell, the turtle can have the blow strike its shell instead, taking the damage in that creature's place.
Tidal Wake. When the turtle enters or leaves water, or moves at least 20 ft. through it, it drags a surge in its wake. Each creature within 10 ft. of the path must succeed on a DC 17 Strength save or be pushed 10 ft. and knocked prone.
Siege Monster. The turtle deals double damage to objects and structures.
Actions
Multiattack. The turtle makes one Bite attack and two Claw attacks. It can replace one Claw with Shell Slam if available.
Bite. Melee Weapon Attack: +11 to hit, reach 10 ft., one target. Hit: 24 (3d10 + 7) piercing damage, and the target is grappled (escape DC 17) if it is Large or smaller.
Claw. Melee Weapon Attack: +11 to hit, reach 10 ft., one target. Hit: 18 (2d10 + 7) slashing damage.
Shell Slam (Recharge 5–6). The turtle heaves its mountain-shell down in a 15-ft. radius. Each creature there must make a DC 17 Dexterity save, taking 33 (6d10) bludgeoning damage and being knocked prone on a failure, or half damage on a success. The ground in the area becomes difficult terrain (broken stone).
Bonus Actions & Reactions
Withdraw (Reaction, Recharge 5–6). When the turtle is hit by an attack, it pulls into its shell. Until the start of its next turn it has resistance to all damage and immunity to the grappled and restrained conditions, but its speed is 0 and it cannot take actions other than Shell Slam.
Legendary Actions (3/Round)
Lurch. The turtle moves up to half its speed, triggering Tidal Wake if it crosses water. This movement does not provoke opportunity attacks.
Claw. The turtle makes one Claw attack.
Quaking Step (Costs 2 Actions). The turtle stamps. Each creature on the ground within 20 ft. must succeed on a DC 17 Strength save or be knocked prone, and ranged attacks against the turtle have disadvantage until the start of its next turn as dust and spray fill the air.
A mountain that breathes: its snow-crowned shell of living stone glows with cold blue veins, and a maned, draconic head rises from the surf as colossal claws grip the shore.

Companion · acts on your initiative
Bound · GUIDELINEWardenshell (signature). An ally within 5 ft. of the hatchling gains half cover. As a reaction, the hatchling can take the damage of an attack that would hit such an ally instead.
Actions
Snapping Bite. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 14 (2d8 + 5) piercing damage.
Reactions
Brace the Wave. When a creature within 10 ft. is pushed or knocked prone, the hatchling can move up to 10 ft. toward it and grant it advantage on its next save before the start of its turn.
A boulder-sized young turtle that shadows the General, planting itself like a shield-wall before any it has chosen to protect.

How It Fights — by Tier
Same creature, scaled threat. The traits never change; only the numbers move.
Run it as a slow siege-wall the party must get around, not through. Open by lumbering between the PCs and whatever it guards, soaking hits with the shell; use Shell Slam only when two or more are clustered at the shoreline. Pair it with skirmishers so the General anchors a defensive line rather than chasing.
A walking bunker the party chips at while it shields lesser foes. Open standing in surf so Tidal Wake keeps melee off-balance; kill-priority for the players should be anyone hiding behind it. Pair with archers or casters who exploit the prone bodies Shell Slam leaves behind.
Solo or capstone warden. Open in water for Tidal Wake, then alternate Multiattack with legendary Quaking Step to keep ranged PCs at disadvantage and melee on the floor. Use Withdraw to blunt the nova turn, then Shell Slam the cluster—save Withdraw and Shell Slam for when bloodied to outlast burst damage.

How a bound creature acts
- A companion acts on its owner's initiative, immediately after the owner.
- It uses the Companion block above — roughly ×0.6 HP and damage, no recharge abilities, and at most one reaction trait.
- It moves freely; it takes its Action only while its owner is conscious.
- At 0 HP a companion is broken, not dead — restored on a long rest unless your table rules otherwise.

What CR is Turtle General?
Its home statline is CR 11 (7,200 XP), a Tier 3 centerpiece for levels 11–15. Because it carries real legendary actions plus the Withdraw reaction, it is solo-capable and its sheet sits one band low so the action-economy kit lets it play up to a CR 12–13 threat. Scaled-down CR 2 and CR 6 lines are provided for Tiers 1 and 2.
Can Turtle General be a companion or ally?
The General itself is too colossal to be a party member, but the Hatchling of the Deep Tide, Sworn is built for that role—a boulder-sized young warden (AC 16, 124 HP) that bodyguards an ally with Wardenshell cover and braces them against pushes and prone. Drop it in when the party earns the elder turtle's protection.
How do I keep the fight from grinding with 207 HP?
Don't make it a damage race. Give the players an objective the General defends, reward flanking past its reach, and use its Withdraw and Shell Slam recharges as tempo beats rather than constant chip. The fight should feel like overcoming a fortress, not draining a health bar.
