Ashen Rebirth (1/Day). When reduced to 0 hit points, Phenex becomes an ember in its space with AC 15 and 30 hit points, immune to fire and poison damage. It retains its initiative and saving throws, but cannot move or take actions, bonus actions, reactions or legendary actions. At the end of its next turn, if the ember has more than 0 hit points, Phenex reforms there with 80 hit points. If the ember reaches 0 hit points, Phenex dies and does not reform. Rebirth does not restore spent Legendary Resistance uses or automatically recharge its breath.
Legendary Resistance (2/Day). If Phenex fails a saving throw, it can choose to succeed instead.
Multiattack. Phenex makes two Solar Talon attacks.
Solar Talon. Melee Weapon Attack: +11 to hit, reach 10 ft., one target. Hit: 17 (2d10 + 6) slashing damage plus 10 (3d6) fire damage.
Dawnfire Breath (Recharge 5–6). Each creature in a 45-foot cone makes a DC 19 Dexterity saving throw, taking 54 (12d8) fire damage on a failure or half on a success. Unattended flammable objects in the cone ignite.
3 legendary actions, regained at the start of its turn. Use one option at the end of another creature’s turn, only while not incapacitated.
Wingbeat (1 action). Phenex flies up to 30 feet without provoking opportunity attacks.
Ember Dart (2 actions). One creature Phenex can see within 60 feet makes a DC 19 Dexterity saving throw, taking 14 (4d6) fire damage on a failure or half on a success.
On its turn, a creature has one action and can use one listed bonus action. Multiattack is one action; it does not also grant a recharge action. A creature has one reaction, regained at the start of its turn. For Recharge 5–6, roll a d6 at the start of each of its turns after use; the ability returns on a 5 or 6. A creature cannot use reactions or legendary actions while incapacitated.
